Question:
Can a inch ball mount be used upside down to provide rise? The hitches for small SUVs puts the receiver pretty low, would like to get the ball higher so trailer tows more level. Does it change the strength integrity of the ball mount?

The Curt Fusion Ball Mount for 2" Hitches # C45154 is not meant to be used in the rise position because the hitch ball is stationary. However, we have better alternatives.
One of our most popular products is the etrailer.com Ball Mount Kit for 2" Hitches # 989900. it includes everything needed to tow multiple trailers, even of different heights. It includes a ball mount with 3/4" rise or 2" drop and another ball mount with 2-3/4" rise or 4" drop. Also includes a 1 7/8" and 2" trailer hitch ball and pin and clip.
If you are looking for a Curt product, the Curt Towing Starter Kit for 2" Hitches # C45554. This convenient starter kit has everything you need to tow minus the hitch. Includes an 8-1/4" long, powder coated ball mount with a pre-torqued hitch ball; hitch pin and clip; hitch receiver lock with keys; hitch cover; and a storage case.
I have attached product videos and a help article to help determine and measure rise and drop. If you are looking for a specific rise height, please let me know.
