If the 12V power circuit on your original bumper-mounted 7-way trailer socket on your F-350 worked before you installed the 5th wheel harness # 50-97-410 then most likely the issue is a bent contact pin that is not making a solid connection.
Try disconnecting the 5th wheel harness and re-installing it on the factory 7-way. Use a tester like # PTW2993 (demonstrated in the linked video) to check for power on the 12V circuit pin (the pin at the 1-o-clock position). If you do not have the 12V signal, then check the power box for a blown or missing fuse or relay. According to the online owner's manual the trailer charge circuit is protected by fuse/relay 39.
If the fuse/relay is good the check the contacts in all connectors for a pin that may be corroded, bent or blocked by foreign material. You can use dielectric grease # 11755 to protect the connections once you find and correct the fault.
