Bike Rack Recommendation for 1 Electric Bike

Question:

I am looking at getting an Electric bike... most weigh around 60 lbs. Im short and a gal so lifting this will be a bit of an umph. I really only need one bike mount. Can the outside bike holder be taken off the hitch completely in order to help me put the bike onto the rack closer to the vehicle. Thanks
