There is not a custom fit bed rail for your 1999 Ram 1500 6-1/2 foot bed. The closest we have to what you are looking for is the Putco Truck Bed Rail Protective Skins - Stainless Steel # P59690 which is a custom fit for 2008 to 2013 Chevy Silverado 6-1/2 foot bed. This does install with 3M tape so no drilling is required. It may fit your truck, but has not been tested and was specifically designed for the vehicles stated.
You may want to consider the Westin Platinum Series Oval Truck Bed Side Rails - Custom Fit - Polished Stainless Steel # 50-2040-C designed to fit in and cover your stake hole pockets on your 1999 Dodge Ram 1500 with 6-1/2 foot bed.
The Putco Tailgate Cap - Stainless Steel # P53613P attaches with self tapping screws on the inside of your tailgate. The manufacturer doesn't recommend glue or tape as they can't ensure a hold in all temps and wind conditions for that tailgate location. I can only recommend installing in the manner the manufacturer designed and has tested. The manufacturer does not cover issues from improper installation.
