Hello, can i use weld on spring hangers but instead of Welding them use bolts Only? If so what weld on hanger kit will I use if my springs are 26inch from eye to eye.

The top holes you see in trailer suspension hangers such as Single-Axle Trailer Hanger Kit for Double-Eye Springs - 1-1/2" Front, 1-1/4" Rear Item # APS3 are for button welds and not bolts so these hangers should not be bolts on. The problem is that with a weld the hanger is fixed and cannot move. With bolts no matter how tight you make them the bolt will always be smaller than the holes in the hangers and given the forces applied could cause the hangers to shift and throw off the alignment of the suspension leading to greater problems such as excessive tire wear.
The bolt on brackets we do have, # CE14016G and # CE14017G, are designed for slipper springs and not double-eye springs.
The hanger kit you need will depend on the height of the hangers you want. Taller hangers raise the height of the trailer but shorter hangers may not allow the full amount of travel for the suspension. If you have any of the old hangers you could measure those. Or error on the side of caution and go with # APS4.
