Torque Spec Recommendation for Installing 12 inch Brake Assemblies on Trailer Axle

Question:
What should the 5 3/8-24 retaining bolts be torqued to for the 12x2 brake assembly? I am bolting it up to a 7000lb Torflex axle with permanently mounted studs. They are only permanent, because I cant get them out without cutting the welded on axle off the trailer... so I really dont want to damage the studs.

For 12 inch brake assemblies the recommended torque spec is between 45 and 50 ft lbs.
