It sounds like there could be a ground issue and also a short somewhere along the trailer that is causing the lights to turn on when the ignition is off.
A bad or weak ground can lead to a variety of strange issues. I first recommend checking that both the vehicle side and trailer side connectors are free of dirt and corrosion. Any debris inside the connectors might be preventing a solid connection with the trailer. Simply clean out as needed.
Next make sure that the main connector grounds are attached to clean and corrosion free bare metal surfaces. The light grounds also need to be attached to clean bare metal surfaces. Anything that is between a light ground and the metal trailer frame can interrupt the ground.
Lastly, I recommend checking the wiring on the trailer and inspect for any broken or pinched wires that might be causing a short.
I have included a troubleshooting article that you might also find helpful. If you are unable to resolve the issue, please let me know and I will be happy to look into this further.
