Could Mounting Brackets of Gustafson RV Towel Bar Be Turned 90 Degrees

Can the base plates for this towel bar be turned sideways if i dont have 3 inches to mount them vertically?

Yes, but you are going to have a harder time accessing the mounting hole that would then be under the bar when you are installing or removing the setup.
