Do we need to drill holes in the trailer frame to install properly?

The Reese Weight Distribution System Tip Up Brackets, item # RP6637, are designed so that they can be installed with just the bolts wedged against the trailer frame, or they can be bolted to the frame. Most people opt to just tighten the frame bolts and leave it at that, so that they do not have to drill into the trailer frame.
