The Draw-Tite Class III Max Frame # 75726 will fit on your 2008 Toyota Highlander with a full size spare tire.

The Draw-Tite hitch does not require any drilling but will require some trimming or removal of the under-body panel. I've attached an installation video on a Highlander for you to see.

Since you mentioned towing you can add the etrailer.com Ball Mount Kit # 989900. This includes two ball mounts with a different rise and drop, two hitch balls, and a pin and clip. For wiring you will want to use the T-One Wiring Harness with 4-Pole Flat # 118449. There's a video of the wiring being installed on a 2008 Highlander attached as well.
