Why do Trailer Suspension Hanger Kits Include Hangers of Different Heights

Question:
What is the purpose of the two different heights for the end brackets and the center brackets? Im working on building a trailer with some axles and springs I already have from a trailer house. Do you have any recommendations on how far to space the brackets? Should the spring bolts just slip right in or should there be some tension/load on them to get the bolts in?

The hangers of the part # APTT3 that you referenced are different heights because the center hangers attach to equalizers which then attach to shackles and then finally to the leaf springs. Since there are several components in this arrangement a slightly shorter or longer hanger is used for the center hanger so that when everything is put together the spring ends up sitting level.
Basically the equalizer moves the attachment down and then the shackle straps move it back up and then depending on where that puts things the hanger is at a different height to allow the spring to sit level.
