Question:

I have Jayco jay flight 21foot with welded bumper. Have a spare mounted in middle but can be moved over very easily. Please recommend a 4 bike rack. Thks

As you probably know there are only certain bike racks that are rated for use at the back of an RV or trailer. I have included a link to the ones that carry 4 bikes for you.

If the bumper is 4 inches square you can use the Swagman rack # S80600 which you can position around the spare tire if you want. I have linked a video review of this rack for you.

If your Jayco trailer has a 2 inch trailer hitch at the back then I recommend the Swagman Trailhead # S63381. This is a hanging style rack with anti-sway cradles. I have linked a video review of this bike rack as well.

If you go with the hanging style bike rack AND if you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. I have linked a video showing how the adapter works.
