Does the Steering Wheel of a Vehicle Being Flat Towed Need to Be Unlocked

When using a tow bar do you lock the steering wheel? Or tie it down?

You want the steering wheel to be unlocked on a vehicle being flat-towed. Otherwise the front wheels of the towed vehicle would scrub around corners. Unlocking the front wheels allows the towed vehicle to turn and follow the tow vehicle as it is being towed.
