This is a fairly common issue when there is a 6-way trailer connector involved. The problem is that there is two ways that a 6-way will get wired and the only difference between the two is that the brake output and 12 volt accessory circuit are swapped. This causes the brakes to lock up whenever the towing setup doesn't use the same wiring setup for both the vehicle and trailer.
On the trailer you will want to cut the wires on the center pin and 2:00 pin and run them to the opposite wire and your problem will be fixed.
