Question:
Does the chain connected to the dual cam have to hang vertical ? Can the chain be on an angle forward or backward ? If so to what degree ?

You will need to have the chains on a Strait-Line weight distribution system straight up and down. There isn't a range of angles at which the chains can hang but I would not place the brackets off by more than 1/4 inch of where they are supposed to be. Otherwise the system will not be effective.
If there is something on the trailer frame prohibiting proper placement of the brackets then I recommend using chain hangers # RP58305 which bolt to the sides of the frame.
