Based on my research, in your 2007 Nissan Titan the 10-amp fuse for taillights is located in the IPDM, which is behind the power distribution box in a separate enclosure (closer to the passenger). The IPDM, or Intelligent Power Distribution module, has two 10-amp fuses, one of which is for the taillight circuit. You may need a long screwdriver and needle nose pliers to get the fuse out. It should be fuse position 32.
