We are looking for an electric fixed boathouse winch for a dry land boathouse for a horizontal pull .boat on trailer approx 3,000 lbs.

I suggest the Dutton-Lainson StrongArm Electric Winch # DL25001 for your fixed-mount boathouse installation. This 12V-powered winch has a 3000-lb load capacity and operates at 4-feet per minute when under a full load. It includes a 25-foot cable and hook. If you need an AC-powered version use part # DL25046 which has a 50-foot cable. Both can be used with a 2-inch strap like # DL24250 and both have a continuous run time limit of 4 minutes before cool-down.
