Can you direct me to a large core/drum hand winch for loads less than 300 lbs or so? I want quicker take-up action rather than great power.

For quicker take-up action, you'll want a two-speed hand winch. The perfect one for your application would be the Dutton-Lainson Two Speed # DL14730. It has two gear ratios, and the one you'd want to use is 5.4:1, which means you'd need to crank the handle about 5-1/2 times for a complete drum revolution. The drum has a large strap capacity of 38 feet, and you can use the Dutton-Lainson # DL24250.
