On the product page for the Draw-Tite # 75726, on the right side of the page you'll see a link to the installation instructions. On page one of the instructions at the bottom of the page, you'll see the recommended torque ratings.

Because the torque ratings can change over time, we don't publish them. That link pulls the instructions directly from Draw-Tite, so they're always the most up to date instructions available.

I'll also link you to an install video showing the hitch being installed on a 2012 Highlander.
