Welding E-Track in Place on a Steel trailer Recommendation

Do you have a recommendation on how to weld E-track to a steel trailer bed? 3 inches of weld every 10?

There are no specific welding installation instructions for attaching E-tracks like the part # E19148 that you referenced. But what you suggested should work very well. Doing 3 inches of welding for every 10 inches should provide a strong attachment.
Since this has a galvanized finish you will want to weld in a very well-ventilated area.
