Question:
I need more clearance to park my 28 ft RV and am considering flipping the axles to below the springs...is the increase in sway due to this significant and will this procedure cause any damage to the overall suspension? Thanks.

I recommend going with an over-under kit. For a 2-3/8 inch diameter round axle use # K71-384-00 and for a 3-inch diameter round axle use # K71-385-00. This will allow you to move your springs to the top of the axle. These kits can only be used with double-eye suspension.
You can increase the height by going with taller hangers, if neither of the over under kits will work. The new, taller hangers will have to be welded on by a qualified professional welder. Keep in mind, however that increasing the ride height of a trailer fifth wheel will raise the center of gravity enough to cause sway or potentially increase the possibility of sway. How much more likely is nearly impossible to determine because there are so many other factors involved.
I wouldn't recommend flipping your axles upside down because the weight on the trailer will cause the axle to flatten out and therefore decreasing its axle capacity.
I included a link to several hangers we offer depending on the type of springs (double eye or slipper springs) you current have as well as a couple helpful articles.
