For your 2014 Lexus IS 250 I recommend a roof rack system with aero bars because it will be the most aerodynamic, produce less noise, and will look the best on your vehicle.

I spoke with my contact at ThermaHeat regarding the Heater Pad # 277-000163 that you referenced. He did state that they don't really recommend insulating the pad with foam like what you are describing, as this can potentially affect its function and may interfere with the surrounding wiring as well. The pads are designed to attach directly to the tank.

I spoke with my contact at Curt and he said the Curt trailer hitch # C11389, which you reference, is a confirmed fit for your 2014 Lexus IS 250. The hitch will not interfere with the factory exhaust, however the exhaust must be temporarily lowered for installation. In order to know if the hitch will interfere with your aftermarket exhaust, I will need to know what kind of aftermarket exhaust you have.

I do have some bike rack options that will allow you to carry a 45 lb bike. Unfortunately the vast majority of hanging style bike racks (which tend to be lighter than platform style) cannot support the weight of a 45 lb bike.

Class I hitches can't be used with Yakima bike racks as they only fit Class II and up hitches. Also Class I hitches can only carry up to two bikes at a time as any more than that puts too much weight and leverage on the hitch which will potentially damage it.

The instructions I found for the Thule Roof-Rack Fit Kit for Traverse Foot Pack # THKIT1426 said to use the sliding dial number 30 on the front bar and that there should be 37-1/2 inches between the Traverse foot pads when installed correctly.

I can tell you how to figure out how far under the rear bumper the hitch opening will be when you install the Curt Hitch # C11047 on your 2011 Lexus IS 250C, but I don't have the exact number you need.
From the install holes of this hitch that are closest to the rear of the vehicle to the hitch opening this hitch measures exactly 5 inches.
