It sounds like you're looking at something similar to the Bulldog 2-Speed Tandem Landing Gear # BD500154 and are trying to determine whether or not the 2-speed operation also works when an electric motor is used. Hey Glenn, unfortunately we do not. We have high to low adapters like the Brophy Hitch Adapter # HT5R which is a 1 1/4" to 2" adapter, but nothing that goes from 1 1/4" to 1 1/4". I'd instead recommend measuring your rise and drop to find out what you need, and order a ball mount that has the rise/drop you need, that way you don't need the adapter.

To flat tow your 2018 Ford Fusion Hybrid it is best to match the base plates and the tow bar manufacturers. The height issue is not really an issue because there are hi-low adapters that will allow you to keep the tow bar level.

The Blue Ox Base Plate Kit - Removable Arms # BLU44FR is actually the same as the BX2684. We just changed the part number as it was similar to another part number we carry.
As to the fit on your 2017 Ford Fusion S Hybrid, you are good to go. The way it is listed is confusing, but it actually fits all those versions. Not all of the base plates we carry do though, so that's why there are contradictory breakouts.

What happens is that the load that LED puts on the brake output circuit tricks the brake controller into thinking that there is a trailer connected and the brake controller will start activating regardless if there is a trailer connected or not.
