The likely issues is that the diodes were installed on the bulb out wire of the turn signal. There are 2 wires that get 'hot' (voltage) when the turn signal is activated. One wire is power to the bulb, the other wire is power out of the bulb and back to the ECU - when the signal comes back, the ECU knows there is no problem with the electrical circuit. However when a diode is installed on the bulb out wire, the voltage is blocked and can not send power back to ECU therefore ECU thinks there is an issues with the electrical circuit resulting in a fast blink.

To fix, we need to move the diode to the other wire that should be getting hot with the turn signal on.

You are correct. The right turn/brake yellow wire I used was at 11.46v. The other wire to the bulb is red and was at 11.5v. I moved the diode to the red wire and everything works now.
