Can it be mounted hanging underneath the tongue as well?

Yes, if you want to mount it under your trailer tongue you could do that with the Fulton Economy Spare Tire Carrier # FETCLB0201.

This will fit a trailer frame/tongue up to 3" wide and fits 8", 9", 12", 13", 14" and 15" wheels with 4 or 5 lugs, a combination which covers the good majority of trailers with that size frame.
