This rack is ready for whatever you want to haul. You can mount accessories for bikes, water gear, snow gear, or cargo boxes using either the top channels or clamp-around attachments. The design lets you use the gear you already have and switch setups easily between seasons.
Some racks make you trim rubber strips before mounting accessories. These bars skip that frustration entirely. The top channels use split strips that open when you slide your gear in and close back around it—no cutting needed. It saves time and keeps everything sealed against wind and weather.

I agree with you that the rack should include the keys however Thule only offers the one lock system separately as part # TH450400 for a 4 pack. They do it this way so that if you have other Thule accessories like a Thule kayak or bike carrier then you can have the option of ordering enough keys to swap them all out to key them the same. For example you can also buy a six part part # TH450600 or an eight pack like part # TH450800.
