Question:
Do you happen to know or can you find out what is typically used to fasten the swivel part of the bolster bracket to the wide side of the 2x4 or 2x6 bunk? I would assume a lag type bolt and lock washer arrangement is needed or if through bolts they would need recessed on the hull side. Any input on this is appreciated.

The CE Smith Galvanized Bolster and Swivel Mounting Brackets for Bunk Boards # CE10001G-4 come with nuts and bolts to attach the swivel brackets to the bolster brackets, but you will need to supply either lag bolts or other through bolt hardware to attach these assemblies to the wooden bunks on your boat trailer and the trailer frame.
Either type of hardware is suitable and you can determine which is best, and what specific length you need, based on the construction of your particular trailer and your preferred mounting location. Lag bolts are a popular choice for attaching to the wood bunks. As you note, if you choose through bolt hardware you will need to counter-sink those bolt heads to protect the boat hull from scratches.
