Appropriate Chain Setting on the Blue Ox Sway Pro

Question:
I followed the instructions with the height of the ball 1 “ higher than the trailer receiver. I have a 2018 suv Denali with the air bags. When I try to get the 9 links on sway bars I can only get 6 at the max. Is this normal with this vehicle? Or did I not install the hitch right? I tried different ways to get the 9 links by not letting the air bags to raise or using the jack to pick up the trailer a little but still can only get 6 links. Also The trailer sways way too much for me. Please Help.

The mention of the 9th link on the Blue Ox SwayPro Weight Distribution w/ Sway Control part # BXW1000 if referring to the very last link furthest away from the spring bar. This is where you will start your chain as you are applying tension on them with the wrench. You will then tighten them equally to get the desired level result.
