For your 2013 Chevy Express 3500 I can't tell if you have a factory tow package or not. The trailer button on the dash unfortunately isn't a give away. If you look under your vehicle in the rear, you will be able to determine if you have the round factory wiring connector. This is found in the driver's side frame rail. I've attached a video of the 4-way plug # 41155 to assist.
If that plug isn't present then you will simply use the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118392. This harness connects to the factory wiring found behind the driver's side and passenger's side trim panels in the rear cargo area. There is no splicing required. I've attached a video to assist.
If you want to pull a trailer with brakes, I recommend installing the kit # ETBC7L and then you can use the Curt Echo brake controller # C51180. This limits the wiring needed, but if you prefer a different brake controller you can use the # ETBC7 wiring kit instead and the brake controller of your choosing. This will give you the 7-way connector and all the functions.
