When I press my brakes. Should I get full 12 volts coming to my brakes?

You should get 12 volts coming from your brake controller if the controller is set on its highest setting. If your not, the first thing to do is to examine the trailer connector for any corrosion or debris and clean it if necessary. You'll also want to check the ground wires for the magnets and the brake circuit wire from the brake controller for any damage or pinches.
