I read that the class 2 can pull up to 3500 lbs but will my Ford Fusion be able to tow a uhaul trailer with about 2800 lbs and if so what all do I need for it?

The towing capacity of the 2016 Ford Fusion is going to depend on the powertrain in the vehicle:
1.5L GTDI models have a 1,000 pound towing capacity
2.0L GTDI models have a 2,000 pound towing capacity
2.5L TiVCT models have a 1,000 pound towing capacity
2.7L GTDI models have a 1,000 pound towing capacity
None of the models can tow 2,800 pounds. If yours has the 2.0 liter motor then that would have the highest capacity at 2,000 pounds. You are limited to the capacity of the vehicle since it is rated lower than the trailer hitches available.
To tow a trailer you will need a hitch such as Curt trailer hitch # C12091. The recommended ball mount for this hitch is # C45016 and you can use 1-7/8 inch ball # 19257 or 2 inch ball # 19258. And for trailer wiring use # 118574 to add a 4-Way flat connector to the rear of the vehicle.
