Honda suggests max towing capacity is 1500lbs. But your hitch states 3500lbs. Am I right by assuming that with your hitch I can still only safely tow 1500lbs? Thank you

You're correct. Even though the Draw-Tite Class III hitch # 75547 has a 4500 lb towing capacity, you'll be limited to the capacity of the lowest rated towing component, which in this case would be the 1500 lb towing capacity stated by Honda. The towing capacity of the vehicle will always be the final word on the capacity of the towing system.
Since it sounds as if you're considering towing with the vehicle you also need a few other items to complete your towing system:
Trailer Wiring Harness with 4-pole Trailer Connector, part # 118427
Ball Mount, part # 2753
Trailer Ball, part # 19260 for a 1-7/8 or # 63845 for a 2 inch ball
Locking Hitch Pin, part # e98882
