According to my research the manual transmission models of the 2002 Ford Mustang can be flat towed. Consult the vehicle owners manual on the proper towing procedure for the vehicle. The only base plates I show listed for a 1998 Mustang are the Roadmaster XL Base Plates, # 466-1, that you have referenced. These base plates will not fit an SVT or Cobra model. Since you have a Blue Ox Rangefinder II tow bar, you would need an adapter to go from Roadmaster Base Plates to the Blue Ox tow bar. The correct adapter is the Blue Ox Rangefinder II to Roadmaster Bracket Adapter, # RM-037. You will also want to check the owners manual for the Mustang to determine if it can be flat

Can the Roadmaster Base Kit # 443-2 for a 1994 Mustang be Used with a Blue Ox Tow Bar
Yes, you will be able to use the Roadmaster Classic Base Plate Kit, item # 443-2, with your BlueOx tow bar on your RV. There is an adapter, item # RM-033, that will be needed to connect the Base Plates to the Blue Ox tow bar. We have a Base Plate Adapter Table, see link, that you may find very informative.
