The Tekonsha Voyager Trailer Brake Controller - 1 to 4 Axles - Proportional # 39510 has 4 wires going to the brake controller. The black is 12v power input, the white is ground, the red is brake light input from the cold side of the stop light switch, and the blue is the trailer brake output.
The 1989 Ford E350 Cutaway did not come pre-wired for a brake controller so you will need to use the # ETBC7 kit. If you don't already have a 4 way trailer connection, then you will also need the # 18252 to connect to the factory wiring behind your tail lights.
