tHE CAR SIDE OF THE QUICK HITCH . MY QUSETION IS DOES THE CAR SIDE JUST BOLT TO THE JEEP BUMPER OFF OF THE JEEP FRAME

The car side quick disconnects are bolted directly to the base plates installed on the frame of your vehicle, and are then attached to the quick disconnects on the tow bar side.

For the 1998 Jeep Wrangler, You would use base plate kit # 1424-1 if your 1998 Jeep Wrangler is a Rubicon, Unlimited, or double tube bumper model. If your vehicle has a U-channel bumper, you would use base plate kit # 1417-1.
