I would recommended checking with your local law enforcement or state highway patrol because laws and regulations vary from state to state.
On the other hand, I have seen a couple license plates mounted to the wheel fender.
I would recommend a license plate frame such as # CR62032. It will show more plate in all 50 states. A LED license plate light mounting bracket such as # LPL55CB could also be a great addition especially since you are towing a easy hauler.
