Hey Ron!
For your setup, my top recommendation is the Lets Go Aero V-Lectric 3.0 Bike Rack for 2 Electric Bikes # LGA25VR. This rack checks most most of the boxes on your list since it can carry two bikes up to 80 lbs each, is compatible with a flat-towed vehicle, and includes a loading ramp. It also secures the bikes by the wheels instead of clamping onto the frame, which makes it a much better option for your carbon fiber bikes.
The # LGA25VR does not have a true swing-away design, but it does have a slide-out feature that can help with rear access. Because of the Wrangler's swing-out tailgate and rear-mounted spare tire, I don't want to guarantee full tailgate access without checking the exact clearance on your Jeep.
Another option is the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes # HLY64FR. This rack is also flat-tow-compatible and can carry two bikes up to 80 lbs each. It has about 12" of clearance from the hitch pin hole to the closest part of the rack, which helps with spare tire clearance, and it can tilt down for rear access. The rack normally clamps to the bike frame, but you can attach the clamp to a safe non-carbon area like the seat post to avoid putting pressure on the carbon fiber frame. The only drawback for me with the # HLY64FR is that there isn't a loading ramp available.
Between the two, I would go with the # LGA25VR because it gives you the heavy-bike capacity, flat-tow compatibility, carbon-friendly mounting, and loading ramp all in one setup.

Hello Ron! I purchased and installed the Aero V bike racks on my Brinkley I 275 camper and absolutely love them! I have two electric bikes that weigh about 50 pounds each and have had nothing but a good experience with this bike rack. It is very stable and secure. I have a rear camera mounted on my camper and can see, only the top of my bikes when we are traveling, but can honestly say I have never had any concerns. We have only been from Florida to Virginia, and all around Florida since we have had them, but plan to go out west soon and do not have any reservations with using this rack. E trailer (I am just a customer and not sponsered) has been great. Afer I pruchased the rack, They called me to see if I had any issues. Great timing, because I was on my first trip with the new bike rack and I was happy to let them know "so far so good". I hope you will have as good of an experience as I have had.
