Hey John! You can use the Mounting Bracket for Trailer Fender # CE26098G to install the CE Smith Single Axle Trailer Fenders # CE19504-2. As for the actual hardware, 3/8" stainless bolts, stainless flat washers, and stainless nylon lock nuts would be my recommendation.
The bracket holes are sized for 3/8" hardware, and that setup will resist vibration and corrosion well. If you already have brackets, a similar setup with appropriately sized hardware will work just as well.
What kind of trailer do you have?

I would simply drill holes in the wheel covers to match corresponding holes on the trailer frame, mount the fenders with stainless steel 3/8 bolts, nuts, washers. Correct? Thanks.
