Can the carrier be locked to prevent stealing?

Hi Aurelio!
You can indeed lock the Swagman Okanagan 125 Bike Rack - 2 Bike - 1.25 and 2 Hitches # S36SR into your hitch. What you are looking for is the Locking Anti-Rattle, Threaded Hitch Pin for Swagman Hitch Racks # S64029. This will work with all Swagman bike racks that fit both a 1-1/4" and 2" hitch, so it will be perfect for you.
If you wanted to also lock the bikes on the rack, you could use the etrailer Cable Lock - 10' Long - 5/16" Diameter - Steel # e98891. The shank on the Okanagan has a tab/loop that is specifically designed for something like a cable lock (see attached picture) and would make sure no one can walk away with you bikes as well. Not 100% necessary, but it would be a good thing to have.

Thank you! Regular road bikes. Not fat tire, not e-bike, not speed racing bike. The hitch I just installed is a Class 3 with a 2" receiver.
