Does this hitch sit low enough on the CR-V to still open the rear hatch when I have a cargo carrier installed?

Great question, Josh. Once installed, the TowSmart # TS67ZR sits just below the bumper, with about 13-1/4 inches of ground clearance to the receiver opening. That position allows most cargo carriers to clear the liftgate when folded down or tilted. It’s also close enough to the back of the bumper so that folding racks typically won’t contact the bumper - just about 2 inches from the hitch pin to the bumper edge, so it’s a nice balanced setup for clearance and stability.
If you plan to tow, don’t forget the Wiring Harness # 118741 and Ball Mount Kit # 989891 to round out your setup.
