Does the hub cap snap in place after the tire is installed or is it slipped in the hub opening before mounting tire?

Hello Rick, thanks for reaching out. The Trailer Wheel Center Cap # 319EZ needs to be installed before the wheels go on. The wheel would slip on over the center cap. That is what holds it in place.
What kind of trailer is this going on?
