Question:
I have a 2025 Tacoma TRD scout. There is no plug and play for a separate harness to install a brake controller. I have a factory install 7 pin plug with a hot pin at 1 oclockbut only when the truck is on. The brake controller pin at 5 oclock has no power ever. All other pins are active when truck is running. My question, is it an issue if the hot pin is not constantly on, and only on when truck is running? Also, as stated this uses bluetooth. Is this through my phone or the truck?

Hey Tim! Those pins having power when the truck is on is normal and won't cause any issues. The brake output pin won't have any power unless a brake controller is installed in your Tacoma.
The Tekonsha Prodigy RF Wireless Brake Controller # TK94FR uses Bluetooth to communicate with the included remote. It will not communicate with your truck or phone. You will need a 12V outlet to plug in the remote, I'm not sure if your 2025 Tacoma comes with one since many vehicles have moved away from this. If you don't have one you can install one using # RM-9332.
Also, even though you don't have a brake controller port you can still install one in the cab. Check out the Redarc Tow-Pro Liberty Brake Controller # RED52VR. The main unit installs behind the dash so only the control knob is visible. This means it won't take up space and it has an OEM look when paired with the mounting panel # 331-TPSI-002. You will have to splice for installation but if you ask me it's worth the trouble. The brake controller won't be limited to your trailer and you won't have to mess with the Prodigy RF remote, which I'm not a big fan of.
If you would rather not install a brake controller in your cab the Redarc Tow-Pro Link # RED57AR is another option. This plugs in-line at the rear of your factory 7-way on the vehicle side. It uses Bluetooth just like the Prodigy RF but has an app on top of the remote. The remote plugs into a standard USB-A port and the app has the added bonus of allowing you to test your trailer functions. This also has a SwayStop feature to correct trailer sway using the brakes. It is up for pre-order right now so if you have an immediate need for a brake controller one of the other options would be better.
What kind of trailer will you be towing?
