Do these new 4 bike racks tilt or no? what about when they are converted to a 2 bike rack? Y88TD and Y78TD

Hey Jacoby, the Yakima StageTwo bike racks like the part # Y88TD and # Y78TD do tilt up when not in use and can tilt down for rear cargo area access as well. I attached a couple pictures to show you what I mean.
