Recommended rear trailer hitch for a 2021 Forest river Cherokee Wolf Pack 365pack16 Toy Hauler. Wanting to tow a single axle 5x8 trailer with a GVWR of 3500 lbs.

That will be quite the towing set up. If you plan on traveling to other states, I would just double check their towing regulations to make sure you are meeting them.
For you 2021 Forest River Cherokee Wolf Pack 365pack16 Toy Hauler looks like you were in the right spot, you want the Adjustable Width Trailer Hitch Receiver for RVs # 13703. This is going to be your best fit as it can go from 22" to 72". This hitch will put you right at the 3,500 pounds you are looking for.
