Question:

The bracket for the 13703 is different than the bracket for the 13704? My box frame is welded to the I beam construction for the bumper

Thanks for the photo! I can now see the issues you are having trying to install a trailer hitch on your 2019 Forest River Rockwood Ultra Lite Fifth Wheel. That said, the brackets for the Adjustable Width Trailer Hitch Receiver part # 13703 and the Adjustable Width Trailer Hitch Receiver part # C13704 are too large to attach to the square tubing used to attach your bumper and this square tubing would get in the way if you tired to mount the hitch to the frame underneath.

Therefore the best option I have for you is a bumper mounted trailer hitch, the Curt RV Bumper 2" Trailer Hitch Receiver part # E-100. This will provide just as much support as the Adjustable Width Trailer Hitch Receiver part # 13703 as it has a 3,500 lb weight capacity. If you did not want to use a bumper mounted trailer hitch then your only other option would be to purchase the Draw-Tite Ultra Frame Service Body Trailer Hitch Cross Tube part # 41991 and have a welder attach this for you with a set of custom brackets.

The Curt # 13703 features a 3,500 pound towing capacity so as long as the loaded flatbed is under this weight the hitch is up to the task. Just make sure the Salem Cruise itself can handle this weight and check any local laws regarding triple towing.

@ChrisR I have a 2021 grand design momentum 381m fifth wheel toy hauler I’m looking to put a receiver hitch on what are my options? I’m going to be using it for a dirt bike that weighs about 240lbs

I'm not quite sure what would fit your 2021 Grand Design Momentum but there are some that install on a bumper and some that install via the frame.
