The description notes a 400 lb.limit. Is that for a bed distributed load or a full load weight?

The 400 lb limit would be for bed distributed loads. Basically, if what you are carrying weighs less than 400 lbs the Erickson Big Bed Load Extender # EM07600 that you referenced would work for you.
