Does the Fusion LED Hardwired Trailer Light OPT24NR Mount to the Surface w/out a Grommet?

Hello, does the black back cover pop off and then use the holes in the back cover to face mount the light to a surface? Or is the black back piece fixed and non-removable? Id prefer to have a face mount light vs using a grommet.
