Hey John,
The common consensus on capacity is that you should really only use 80-85% to give yourself a margin or error. At 3,300lbs you'd be at roughly 94% capacity so you still technically could but it's likely going to sag the rear suspension and be tough to pull. Even though Rangers are pretty well known for being overloaded and powering through I'd recommend adding in a bit of suspension enhancement or using a weight distribution hitch to help control the trailer and keep it tracking straight behind you.
If you're wanting to install a trailer hitch then the Draw-Tite Max-Frame Trailer Hitch Receiver # DT35PR would be a compatible fit. If you don't have a trailer wire harness connector already then you can use the Curt T-Connector Vehicle Wiring Harness with 7-Way Trailer Connector # C56431 and attach the 7-way to the # DT35PR with mounting bracket # C67UR.
To help support your suspension you can swap out your factory bump stops with the SumoSprings Solo Custom Helper Springs # SS86MR. These jounce springs have a progressive load control up to 1,500lbs so they stiffen up more as the weight increases to keep the ride quality smooth when you aren't towing anything.
