have trouble with trailer brakes not having full braking force one wheel has at times seems like ground problem will the brakes be grounded on frame at the brakes or by a wire running back to the front

Hey Charlie, typically this problem is related to the adjustment of the brake assemblies being different. Most likely one assembly has a tighter adjustment and is locking up before the other. I'd jack the trailer up so the wheels are off the ground and turn the wheels by hand. You should feel a light drag of the brakes on both wheels. If one has more resistance than the other that would be why.
