Can this newer style retainer be used to replace the castle nut and tang washer assembly on the older style Dexter EZ lube spindle?

It should but you will want to confirm some measurements. The Spindle Nut Kit for EZ Lube Axles
Item # RG05-100 will work with a spindle that has a 1" diameter and a 14 thread per inch thread pitch.
